ON AUGUST 16, 2016, THE CITY COUNCIL APPROVED THE FIRST AMENDMENT TO THE DEVELOPMENT AGREEMENT. 

The Walt Disney Company filed an application to extend the expiration date of the existing Development Agreement for the Disney Studios Master Plan by 18 years to November 24, 2035 (the “Proposed Project”). The discretionary approval requested from the City is a formal amendment to the existing Development Agreement associated with Planned Development (PD) No. 91-13 (Disney Studio Master Plan) that was approved on October 20, 1992.

Project Background: In 1992, the City approved the Planned Development and Development Agreement related to the Walt Disney Studio Master Plan (Master Plan). The original Development Agreement became effective on November 24, 1992, and provided for a vesting period of 25 years. The Proposed Project to be considered and evaluated in the Supplemental Environmental Impact Report ("Supplemental EIR" or "SEIR") is an extension of the term of the Development Agreement for a period of 18 years, from 2017 to 2035.

No changes are proposed to the type of land uses, square-footage, or intensity of development allowed by the Development Agreement and Master Plan. Completion of the remaining development would implement the City’s vision for the Media District as a regional employment center comprised of a variety of media-oriented and commercial uses. The Burbank2035 General Plan previously analyzed full build-out on the Disney Studio property as envisioned in the Development Agreement.

ENVIRONMENTAL REVIEW

Final Supplemental EIR:  The Final SEIR, with written Responses to Comments, is available by clicking on the link below. The Final SEIR was reviewed at the Planning Board public hearing on June 27, 2016, and recommended for approval and certification. The Planning Board also recommended the project for approval. The Planning Board staff report and all exhibits may be viewed by following the links below to the City Clerk's agenda webpage.

Draft Supplemental EIR: The Draft SEIR document was circulated for the required 45-day public review and comment period, which began on April 4, 2016, and ended on May 19, 2016. Copies of the Draft Supplemental EIR and related documents are on file and available for public review at the locations listed below. Written comments on the Draft Supplemental EIR were required to be submitted by May 19, 2016. Click on the links below to view each document. Printed copies of the Draft SEIR are also available at the Planning Division counter, the City Clerk's office, and all three branches of the Burbank library.
