In January 2016, applications were submitted for Development Review and a Conditional Use Permit for a new project consisting of a 13-story building for mixed uses, including multifamily residential and a commercial/retail suite on the ground floor. The site is located at 115 North Screenland Drive and is a total of approximately 31,083 square-feet (0.7 acre) of land. The site is in the Media District, and surrounded by commercial zoning including the MDC-2, MDC-3, and Planned Development zones.  

The project proposes a single 13-story building (approximately 170 ft. high), with a total of 40 apartments, approximately 3,000 square-feet of commercial/retail space on the ground floor, and two levels of subterranean parking. Apartments will be one- or two-bedroom units, and range in size between 1,084 to 1,484 square-feet each. The applicant proposes to provide a total of 218 parking spaces, 104 required for the project plus 114 excess parking spaces for the adjacent medical office building at 3808 Riverside Drive. On-site amenities and common open space will be provided for the residents, including a rooftop pool (terrace on the 2nd floor) and a gym/fitness facility on the top floor. The vehicular access would be through a two-way driveway on Screenland Drive and a two-way driveway at the alley.

The City requires approvals for Development Review and a Conditional Use Permit. The subject property is currently in the Media District Commercial (MDC-2) zone which permits a variety of uses including: residential above commercial, retail, professional offices and services, medical, and media-related businesses.

The project is subject to environmental review in accordance with the California Environmental Quality Act, and the City's environmental consultant prepared an Initial Study/Mitigated Negative Declaration. The public review and comment period began on November 8, 2016, and ended on Friday, December 9, 2016.

Public Comments & Responses to Comments 


A Community Meeting was held on Monday, November 7, 2016, at 6:00 p.m. in Room 102 of the Administrative Services Building (1st floor) located at 301 East Olive Avenue. The applicant and City staff were present to respond to questions and receive public comments. No decision was made on the project at this meeting.
