In July 2015, applications were submitted for Development Review, Planned Development, and Development Agreement for a new project for mixed uses including multifamily residential, retail, restaurants, and either a hotel or office building. The site is located at 103 East Verdugo Avenue, along the easterly side First Street between Tujunga and Verdugo Avenues, and is a total of approximately 1.8 acres of land. The site is surrounded by commercial zones, including the Burbank Center Commercial Limited Business (BCC-2) zone and Planned Development (PD) zones. The Marriott Residence Inn is located directly across First Street to the west. The Holiday Inn is located directly across Tujunga Avenue to the north. The future Hilton Garden Inn (currently under construction) is located directly across Verdugo Avenue to the east.
The project would be developed in two phases. Phase 1 would consist of a 14-story building constructed on the Verdugo Avenue side of the site. This building would contain 154 residential units and include approximately 7,968 square feet of ground-level retail space, a 1,727 square-foot restaurant space, two stories of podium parking above the ground floor (plus three levels of underground parking below the ground floor), and ten floors of residential units above the podium parking. Amenities for the residents include a fitness center, outdoor swimming pool and spa, yoga/multipurpose room, and community room.
Phase 2 of the project would consist of either Option A or Option B. Option A (“Phase 2A”) proposes a 14-story hotel with approximately 126,000 square-feet of hotel space (230 rooms), conference center space, an 1,156 square-foot retail space on the ground floor, a 4,738 square-foot restaurant space on the ground floor, and two stories of podium parking above the ground floor. Option B (“Phase 2B”) proposes a 14-story office building with approximately 159,000 square-feet of office space, two stories of podium parking above the ground floor (plus three levels of underground parking below the ground floor), and approximately 12,822 square-feet of retail/restaurant space on the ground floor. Additional parking for the office space would be reserved within the parking levels of the residential building (Phase 1).
Construction of the Project is anticipated to take approximately six years and be completed by 2023. Phase 1 would begin in the summer of 2017, and finish in summer of 2020. Upon completion of Phase 1, Phase 2 would begin in summer 2020 and finish in summer of 2023.
The City requires approvals for Development Review, Planned Development, and a Development Agreement. The subject property is currently in the Burbank Center Commercial Limited Business (BCC-2) zone which permits a variety of uses including: retail, offices, entertainment, mixed use residential/commercial, medical, and media-related businesses. Burbank Municipal Code §10-1-19121 specifies that approval of a Planned Development will change the Zone Map to reflect the PD designation; therefore, the current ‘Burbank Center Commercial Limited Business (BCC-2)’ zone designation would be changed to ‘Planned Development (PD)’ upon approval by the City Council.

The City of Burbank's Planning Division has released the Notice of Preparation (NOP) and Initial Study to prepare an Environmental Impact Report (EIR) for the project. The public review/comment period for the NOP ended on April 13, 2016. The documents can be found below. Printed copies of the NOP and Initial Study are also available at the Planning Division counter, the City Clerk's office, and all three branches of the Burbank library. The State Clearinghouse number for the EIR will be 2016021054.
