Justin was named Assistant City Manager in 2013. Justin has seen just about every side of Burbank City Hall. He began his career with the City as a management intern in the Community Development Department. Justin has worked as an Assistant Planner, Administrative Analyst, Deputy Financial Services Director, Interim Financial Services Director, Deputy City Manager and most recently, Management Services Director.
Justin is responsible for carrying out the directives of the City Manager with an emphasis on legislative, fiscal, and strategic planning issues. In addition to handling a wide variety of special projects and providing high level staff support to the City Manager and City Council, Justin also oversees most of the administrative support staff in the City Manager and City Council offices.
He is a member of the International City/County Management Association, Municipal Management Assistants of Southern California, Government Finance Officers Association, and California Society of Municipal Finance Officers as well as the Vice President of the California City Management Foundation.
Justin earned a B.A. in Political Science from the University of California, Los Angeles and is a graduate of the Executive Master of Leadership Program at the USC School of Policy, Planning and Development.
