Title 24

New 2019 California Building Standards Code goes into effect January 1, 2020

The Burbank City Council approved the ordinance to adopt the 2019 California Building Standards Codes and Related Codes Enforced by the City. The new codes will go into effect on January 1, 2020.

All projects submitted for building plan check review on or before December 31, 2019, will still be reviewed under the 2016 California Building Standards Code and will be subject to the following conditions:

Plan check approval must be obtained by July 1, 2020 (180 days after the effective date of the new code). Time extensions may be granted by the building official for up to four (4) extension periods not exceeding 90 days each. All extension requests must be made prior to the expiration date and shall be submitted in writing with a reasonable cause demonstrated. If the plan check review is not extended by the end of the 180-day plan check period or the end of the 90-day extension period, the plan check review will be considered abandoned, and the 2016 Building Standards Codes will no longer apply to the project. All future submittals will be subject to the new 2019 Building Standards Codes and a reinstatement fee will apply.

Where plan check approval is not approved for construction by July 1, 2020, (180 days after the effective date of the new code), the building official is authorized to extend plan check review for no more than two (2) additional periods of time not exceeding 90 days each. All extension requests must be requested prior to the expiration date and shall be submitted in writing with a reasonable cause demonstrated. If the plan check review is not extended by the end of the 180-day plan check period or the end of the 90-day extension period, the plan check review will be considered abandoned, and the 2016 Building Standards Codes will no longer apply to the project. All future submittals will be subject to the new 2019 Building Standards Codes and must be submitted as a new plan check review submittal with new plan check fees.
