Most administrative decisions by the Community Development Director may be appealed to the Planning Board and/or City Council, and all Planning Board decisions may be appealed to the City Council.

The City of Burbank is committed to caring for the health and well-being of our employees, customers and community – and to reducing the threat of COVID-19. 

Effective Thursday, April 2, 2020, the City’s Community Development Department will transition to modified operations that establish online services. Public counter hours at the Community Services Building are closed until further notice.

Please NoteIf you would like to file an appeal within the 15-day appeal period, please make arrangements by contacting the Project Planner listed next to the applicable project on the Pending and/or Approved Project List. The current appeal fees and form can still be found below.


An appeal may be filed the following business day from the decision date (noted on the decision letter or the date of the public hearing). Most appeals must be filed within 15 calendar days of the date the decision is made or public hearing date. To confirm the appeal period, please contact the Project Planner. No appeal can be filed after the appeal deadline.   

1. Obtain a copy of the Director's decision letter or Planning Board Resolution on the project by contacting the Project Planner.

2. Complete the Appeal Form.

3. Submit the Appeal Form, fee, and any supplemental documents to the Planning Division in-person (no appeals can be submitted by mail, fax or e-mail):

(Only the first 20 customers/kiosk tickets will be served per day)

8 a.m. - 12 p.m. or

1 p.m. - 4:30 p.m.

4. Once an Appeal form, fee, and any supplemental documents are submitted, the Planning Division will follow up with appellant(s) on an available decision or public hearing date(s). 

If Multiple Appeals or Appellants

If more than one appeal is filed on a single project, all appeals will be heard together at a single public hearing. If a person decides to withdraw their appeal and only one appeal was filed, there will be no public hearing.

If multiple individuals wish to appeal a decision for the same reasons, the individuals may file a single appeal form with each individuals signature and share the cost of the appeal. For such an appeal to be withdrawn, all persons who signed the original appeal form must submit a written request to withdraw the appeal.
