Empire Center Supplemental Environmental Impact Report

Proposal to Modify or Remove Two Street Intersection Widenings for the Burbank Empire Center

Burbank City Council is considering a project that would build, modify or remove two street intersection widenings identified in the Burbank Empire Center Environmental Impact Report (EIR) certified in 2000. The original EIR identified improvements to the Buena Vista/Empire and Buena Vista/Victory intersections to add turn lanes, but some of the widening was not done because the City needs to take private property to complete them.  The City Council will hold a Public Hearing on Tuesday, April 26, 2016 at 6:00PM at City Hall Council Chambers to consider building, modifying, or removing these remaining mitigation measures.


A Final Supplemental Environmental Impact Report (SEIR) has been prepared to evaluate how the original intersection improvements would affect traffic and land use. The SEIR identifies significant traffic and land use impacts, and also identifies alternatives. A Draft SEIR was released on December 21, 2015 and comments were received.  The Final SEIR responds to all comments received during the public comment period.  The Final SEIR and Draft SEIR is available online at the following links:

A presentation summarizing the SEIR and its findings was presented at a Community Meeting held January 20, 2016.  

If the City Council decides to modify or remove the widenings, a minor modification to the Empire Center Planned Development (#97-3) will be required to modify the project conditions of approval that require the full intersection widenings.

The Draft and Final SEIR has been prepared in compliance with the California Environmental Quality Act of 1970 (CEQA) and the State CEQA Guidelines (California Code of regulations Section 15000 et seq.).  The SEIR assesses how modifications to the planned improvements at these intersections would affect Transportation & Traffic and Land Use.
