Zone 0

Assembly Bill (AB) 3074 requires an "ember-resistant zone," also known as "Zone 0." This is the area within 5-feet of a structure with combustible materials, including attached decks, fences, and patios.

The State of California enacted AB 3074 in 2020, but there have been delays in the process. In 2025, Governor Gavin Newsom issued an Executive Order to expedite this process. The State Board of Forestry and Fire Protection is currently in the process of adopting Zone 0 regulations for enforcement.

  • Enforcement for new construction projects - 2025
  • Enforcement for existing structures - 2026

Affected Properties

Zone 0 requirements are only for properties below:

  • New construction in the State Responsibility Area
  • New construction in the Very High Fire Hazard Severity Zone (regulated by Burbank Fire)

Existing structures in these areas have three years to come into compliance.
