Underground Storage Tanks

According to federal and state laws, Burbank Fire regulates the Underground Storage Tank (UST) Program through:

Inspection and Enforcement

  • Inspector coordinates inspection with facility
  • Inspection completed by Burbank Fire once every calendar year
  • Inspection violations must be resolved within 30 days
  • Penalty fees may apply according to the Citywide Fee Schedule, Article V - Public Safety

Consolidated Permit Requirement

To legally operate a UST in the City of Burbank, the facility must have a valid Consolidated Permit issued by the Los Angeles County Fire Department. The permit requires the following:

  1. An Inspector must inspect the UST. There cannot be any open violations when the permit is issued.
  2. All required UST testing must be completed by the mandated due date and approved by testers.
  3. In CERS, all UST owners and/or operators must submit a complete UST package for each permitting cycle or any changes to the UST system.
  4. The Consolidated Permit fees must be paid in full before the permit is issued.

If the facility does not receive a valid Consolidated Permit, penalty fees and other enforcement options may apply.
