Staff submitted plans for the Dog Park project to LADWP for their review to ensure it did not interfere with the River Supply Conduit Improvement Project.
February 2024:
Staff presented three 60% completed conceptual designs for the Park and Recreation Board’s consideration and selection.March 2024:
Staff held two informational community meetings to present the selected conceptual design and submitted the 60% design to LADWP for review.
May 2024:
Staff received LADWP initial comments and conditions. The following condition needed to be addressed for project plan approval.
- No storm drains are allowed withing LADWP Transmission Line Rights-of-Way (TLRW). The LADWP prohibits the installation of any drainage structure or the discharging of drainage onto or within LADWP’s TLWR without approval.
June 2024:
Staff worked with RJM to address the condition including proposing an alternative.
August 2024: RJM provided the City two feasible options for consideration to address the drainage condition.
Late August 2024:
LADWP Water Operations Division requested additional review by Water Distribution Division, East Valley District Engineering, regarding the 78-inch potable water trunk line crossing through the dog park.
October 2024:
Staff received formal comments from LADWP to proceed with connection to the existing basin across Riverside Dr.November – December 2024:
Staff made multiple attempts to LADWP to discuss concerns regarding trenching across Riverside Dr.
Oct, Nov and Dec 2024:
BWP reached out to LADWP on behalf of Staff in hopes of expediting a response.January 2026:
Staff received written confirmation documenting conceptual design approval from LADWP, which allows the City to proceed with public bidding.January 2026:
The City also received approval from the County of Los Angeles Department of Public Health – Environmental Health.March 2026:
The project completed all City departmental reviews, and the plans were approved.Staff continue to coordinate with the Los Angeles Recreation and Parks to finalize the lease for use of the land held in the Griffith Park trust.
Dog Park Coming Soon!
This project has been determined to be Categorically Exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines 15332 (Class 32 Infill Exemption) and 15304 (Class 4 Minor Alterations Land). The Project is utilizing an existing parcel of open land where minor modifications will take place to create a public dog park. The dog park will remain as an open public space. A copy of the Notice of Exemption is available at the Parks and Recreation office at 150 N. Third Street in Burbank.
