Burbank Aligns Local Code with State Law on Electric Mobility Devices
Burbank, CA (February 25, 2026) – At its February 24 meeting, the Burbank City Council adopted an ordinance updating the Burbank Municipal Code to align local regulations with California state law governing electric bicycles and electric mobility devices, while identifying where local restrictions apply.
The ordinance amends Article 28, Chapter 1 of Title 6 of the Municipal Code and updates the definition of electric bicycles and electric mobility devices, where they may be operated, and the enforcement of the regulations.
Under the ordinance, electric bicycles are regulated using the same Class 1, Class 2, and Class 3 classifications referenced in California law, and other electric mobility devices, including electric scooters and motorized boards, are expressly identified in the Municipal Code.
In addition to updates intended to align the Municipal Code with California state law, the ordinance specifies further local restrictions that all bicycles, whether standard or electric, and electric mobility devices are not permitted on City-owned fields and courts, equestrian trails, or the Mariposa Street Bridge. Existing location-specific sidewalk restrictions, including those in downtown Burbank, remain in effect.
Additional provisions establish a tiered fine structure and education-based options for addressing violations involving minors in certain circumstances.
The ordinance will take effect 30 days after adoption. Following adoption, there will be a 60-day educational period focused on public outreach and awareness before enforcement begins.
