Burbank City Council Adopts Measures to Streamline Meeting Management
Burbank, CA (September 11, 2024) – The Burbank City Council has adopted new measures to streamline meeting management.
Under the updated procedures, individual speaking times will be determined by the total number of public comment cards and callers in the queue at the start of each public comment period. The time limits will be applied as follows:
- 1-20 total speakers: up to three minutes each
- 21-39 total speakers: up to two minutes each
- 40+ total speakers: up to one minute each
These time limits will be set at the beginning of each public comment session, including Closed Session, Study Session, General Public Comment, Reports to Council, and Public Hearings.
Telephonic comments in the queue at the start of these sessions will be included in the total speaker count where applicable (Public Comment for Reports to the Council are taken in-person only).
Importantly, no additional comment cards or phone calls will be accepted once the comment period begins.
Additionally, at 11:00 p.m., the Council may extend the meeting beyond its scheduled end time with a majority vote of three Council Members, following a brief discussion with the City Manager to assess the remaining agenda items and determine the best course of action.
These changes will go into effect at the Council meeting on Tuesday, September 24th.
