Burbank PD News Release: ALPR Technology Helps Detectives Solve Wallet Theft Case of Elderly Victim

A man responsible for the theft of an elderly victim’s wallet has been arrested. 

On May 26, 2026, a 74-year-old Burbank resident reported that her wallet had been stolen while shopping at a grocery store in the 3400 block of  West Olive Avenue. Surveillance video captured a man removing the victim's wallet from her purse while she was checking out. Less than 20 minutes later, the man used the victim's credit cards to purchase a gaming console at a nearby store.

Detectives immediately launched an investigation and used multiple investigative tools, including automated license plate reader (ALPR) technology (Flock Safety), video camera systems, and digital evidence analysis, to identify a suspect and develop investigative leads.

The investigation led detectives to identify a suspect, 31-year-old Raymond Hurtado of Oxnard.  He has prior convictions for the same type of crime.  

On August 6, 2026, detectives served a search warrant at a residence in the 3400 block of Orange Grove Drive in Oxnard where Mr. Hurtado resides.  During the search, Mr. Hurtado was detained, and investigators recovered evidence linking him to the crime in Burbank. 

Mr. Hurtado was arrested and booked for elder abuse and identity theft, violation of California Penal Codes 368(D)(1) and 530.5(C)(2). 

Formal charges are pending review by the Los Angeles County District Attorney’s Office.
