City of Burbank Announces Three Local Ballot Measures for November 3, 2026 Election
Burbank, CA (July 22, 2026) – The Burbank City Council has placed three local measures on the November 3, 2026 General Municipal Election ballot that address maintaining high-quality City services and the future of City Council elections.
City of Burbank City Services Measure
The City of Burbank City Services Measure would increase the City's Transient Occupancy Tax (TOT), paid by hotel and motel guests, from 10% to 12%. If approved by voters, the measure is estimated to generate approximately $3 million annually in locally controlled funding to help maintain City services, including public safety, 9-1-1 emergency response, disaster preparedness and wildfire prevention, parks, libraries, streets, and recreation programs. The City's hotel tax has remained unchanged since 1983.

City Council Election Measures
Voters will also consider two related measures concerning how City Council members are elected.
The Charter Amendment Measure would update the City's Charter to provide flexibility to the Council and voters to respond to future changes in state law, election requirements, or court decisions. This flexibility could help the City adapt to changing election landscapes or legal requirements and reduce the risk of costly litigation.
The By-District Council Elections Measure asks voters whether Burbank should transition from at-large elections to by-district council member elections for the 2028 and 2030 elections. Because the City cannot implement by-district elections without the Charter Amendment, the By-District Council Elections Measure cannot take effect unless voters also approve the Charter Amendment Measure.
