Motorcycle Safety Operation

Burbank, California (May 27, 2025) – The Burbank Police Department Traffic Bureau, as part of National Motorcycle Safety Month, conducted a Motorcycle Safety Operation on May 22, 2025, between the hours of 11:00 AM and 7:00 PM. The primary focus of this operation was the enforcement of vehicle laws associated with electric driven cycles, which have become a significant safety issue in the City of Burbank.

These cycles, an example pictured below, although electric, are not considered “e-bikes” because they do not have pedals. These electric motor driven cycles are required to be registered with the California Department of Motor Vehicles. These cycles must have all required lighting equipment, and require the operator to be properly licensed, to include an M1 or M2 endorsement, depending on its maximum speed.

During the operation, Burbank Police motor officers conducted eight enforcement stops and issued eight citations for various vehicle code violations, including license and registration violations, and violations of the Burbank Municipal Code for operating in unauthorized areas.

Most of the violators were found to be minors whose parents purchased the cycles for them. The Burbank Police Traffic Bureau encourages the public to research the applicable state laws and local ordinances prior to purchasing these types of vehicles, and direct any questions to the Burbank Police Traffic Bureau, at (818) 238-3100.

This operation was funded through by the National Highway Safety Administration and the California Office of Traffic Safety.
