Rehabilitation of an old City-owned fire station/Boys and Girls Club location to be leased to Home Again Los Angeles (HALA) for homeless services to families.

The City of Burbank is upgrading and remodeling an existing 4,329 square foot building to create a new location for Home Again Los Angeles (HALA), a local nonprofit organization, who will provide services to homeless families. The building will serve as their headquarters office and include case management rooms, community room, job center, and intake/assessment room in conjunction with the proposed interim housing along with the construction of four tiny home cabins to provide interim housing for homeless families on a site. 

The Project site is owned by the City and will be leased to HALA.
 
Two Community meetings were held on March 5 and March 6, 2025. 
Construction will begin in February 2026 and is scheduled to be completed in February 2027.  HALA will move in shortly after construction completion.
This project is exempt from the California Environmental Quality Act (CEQA) as the Project falls under the emergency shelter crisis, declared by the City Council on April 9, 2024, and complying with Government Code §8698.2 that exempted the improvements from CEQA. Furthermore, this approval involves a lease that would not result in any expansion of the building’s existing use. As such, this activity is exempt from CEQA under 14 CCR section 15301.

Also, in accordance with the National Environmental Policy Act, staff concluded that the proposed development is categorically excluded under Department of Housing Urban Development (HUD) regulations, 24 CFR, Part 58 et. al.
