The Golden State Neighborhood Protection Plan (NPP) area is generally bounded by the Hollywood-Burbank Airport on the west, Cohasset Street and Interstate 5 to the north, Buena Vista Street to the east, Vanowen Street and Pacific Avenue to the south.
Following concerns raised by residents in the Golden State neighborhood near Empire Avenue, the City Council directed staff to prepare a neighborhood protection plan to address potential impacts from new residential development. This NPP effort will be developed concurrently with the preparation of the upcoming Golden State Specific Plan (GSSP).
At present, there is no NPP that appropriately encompasses the geographical area that comprises the neighborhoods under consideration. When the Burbank2035 General Plan was adopted in 2013, it established the Empire Center and Magnolia Park NPPs. However, neither of their boundaries provide the necessary extent to cover residential streets that could be affected by future development from the GSSP.
The Golden State NPP will be carried out in two separate phases, with Phase 1 currently underway and convering the area north of Empire Avenue, east of Lincoln Street, west of Ontario Street., and south of San Fernando Boulevard.

- What is a neighborhood protection plan?
- Neighborhood Protection Plans (NPPs) are a strategy established by the Burbank2035 General Plan for preserving livability of neighborhoods. The objective of NPPs is to: 1) Discourage cut-through and spill over traffic; 2) Reduce demands on residential on-street parking; and 3) Develop a series of tailored street improvements traffic programs to reduce impacts from adjacent development projects that may increase traffic congestion or reduce parking supply in residential neighborhoods. To achieve this, NPPs employ treatments like speed humps, narrow streets, roadway medians, turn prohibitions, and preferential or limited-term parking programs, among other tools.
- Why is this neighborhood protection plan being developed?
- The City Council directed staff to develop an NPP for the Golden State Neighborhood to address residents’ concerns about potential impacts from new residential development, such as the recent residential project completed at 2814 Empire Avenue which does not provide on-site parking for residents. This NPP effort is also being developed concurrently with the preparation of the upcoming Golden State Specific Plan (GSSP) which envisions increased residential and commercial activity in the Golden State neighborhood in the coming years.

- The Golden State NPP encompasses the residential areas south of the I-5 freeway, east and south of the Burbank Hollywood Airport, north of Victory Boulevard, and east of Buena Vista Street and Lincoln Street.
This NPP is being developed in two phases. The area covered by Phase 1 includes the neighborhood north of Empire Avenue, east of Ontario Street, south of San Fernando Boulevard, and east of Lincoln Street.
Phase 2 of the project will include the entire NPP area, including the residential areas north of Victory Boulevard, south of Vanowen Street, east of Buena Vista Street, and the western City border.

- Phase 1 of this NPP is expected to be completed in stages.
- First stage will focus on addressing parking issues, parking management, and developing measures to address residents’ concerns. It is estimated to be completed in 2026.
- The second stage will focus on traffic-related issues. This includes studying existing and future traffic conditions and impacts, developing a toolkit of countermeasures and an implementation plan based on community feedback and data results. This stage is tentatively scheduled to be completed in early 2027. Implementation schedule of a countermeasures toolkit will be determined based on data results, community feedback, City Council direction and priorities, and available funding.
- Phase 2 of this NPP may also be carried out in stages like Phase 1, though the approach may differ and be contingent on community needs, City Council direction, and available funding. Phase 2 is tentatively scheduled to begin in early 2027. Future project schedule updates will be made available through the project website.
- Who is leading development of this project?
- This project will be led by the City’s Community Development Department’s Transportation Division, in collaboration with Burbank’s Public Works, Fire Department, and Police Department.
