The Housing Enforcement unit (HEU) is an inter-departmental unit that investigates and enforces housing complaints & habitability concerns, and provides housing resources to landlords and tenants.

 

Services We Provide: 

1. Receive and investigate housing complaints

2. Provide tenant resources and referrals

3. Administratively and civilly enforce housing complaints and habitability concerns where there are identified violations of law

4. Educate tenants and landlords on their rights and responsibilities

5. Conduct Housing Clinics in partnership with Housing Rights Center
6. Address price gouging incidents

On July 30, 2024, Burbank City Council adopted the Tenant Protection Ordinance which increases relocation assistance for no-fault evictions, strengthens anti-retaliation protections, and establishes local enforcement measures for violations of the ordinance. 
On March 11, 2025, the Burbank City Council adopted an ordinance amending Chapter 4 (Residential Tenant Protections) of Title 5 (Police and Public Safety) of the Burbank Municipal Code. The ordinance adds an exemption from the increased relocation assistance payment obligation relating to an owner’s or owner’s relative’s move-in in accordance with California Civil Code section 1946.2(b)(2)(A) and strengthens tenant protections by adding anti-harassment measures that apply to all tenants in the City of Burbank.

The Housing Enforcement Unit is expected to Expand. Future expansion includes: 

1. Mediation Services:
Serviced through the City Attorney's Office-- qualifying residents may receive legal mediation services where a legal mediation services where a legal mediator will meet with the landlord and tenant to resolve disputes.
2. Low-Income Legal Services: Serviced through the City Attorney's Office--qualifying low-income tenants and landlords may receive legal representation if their dispute is unable to be resolved through legal clinics or mediation. 
3. Future City Council consideration of Rental Unit Data Collection and Expanded Program for Renter Relocation Assistance for Special Households
4. Outreach and Education: Continue to expand outreach and education for the public on the Housing Enforcement Unit process, programs, and services.
