On July 30, 2024, Burbank City Council adopted the Tenant Protection Ordinance which increases relocation assistance for no-fault evictions, strengthens anti-retaliation protections, and establishes local enforcement measures for violations of the ordinance.
On March 11, 2025, the Burbank City Council adopted an ordinance amending Chapter 4 (Residential Tenant Protections) of Title 5 (Police and Public Safety) of the Burbank Municipal Code. The ordinance adds an exemption from the increased relocation assistance payment obligation relating to an owner’s or owner’s relative’s move-in in accordance with California Civil Code section 1946.2(b)(2)(A) and strengthens tenant protections by adding anti-harassment measures that apply to all tenants in the City of Burbank.

Mediation Services: Serviced through the City Attorney's Office, qualifying residents may receive mediation services where a mediator will meet with the landlord and tenant to resolve disputes.
Low-Income Legal Services: Serviced through the City Attorney's Office, qualifying low-income tenants and landlords may receive legal representation if their dispute is unable to be resolved through housing clinics and/or mediation.
