Participate in a City Council Meeting

The Burbank City Council generally meets every other Tuesday at 6:00pm, with Closed Sessions and/or Study Sessions beginning as early as 4:00pm. Click here to view the approved City Council meeting schedule for March 2026 – February 2027.

There are several ways for the public to participate in meetings, including in-person, remote, and written public comment options.

Attend In Person

Members of the public may attend and speak during designated public comment periods in the Council Chamber.

Speaker cards must be submitted before the public comment period begins.
 

Remote/Virtual Participation 

Remote participation in City Council meetings is available through Zoom using the published meeting link or call-in information. Please note that remote public participation is conducted in an audio-only format and members of the public will not appear on screen during the meeting broadcast. Remote participants may listen to the meeting and provide verbal public comment during designated public comment periods in the same manner as in-person speakers.  

Online
  1. Follow the Zoom link posted on the first page of the meeting agenda.
  2. Listen closely to the meeting - the Mayor will announce each public comment period and instruct remote participants to raise their hand if they want to speak during that period.
  3. Raise your hand when instructed to do so - the "raise hand" icon can be found near the bottom of the screen. By raising your hand, you will be put in a queue to speak about the current agenda item.
  4. The City Clerk will call your name (as displayed in Zoom) and allow you to unmute yourself when it is your turn. 
  5. When you finish addressing the council on the agenda item, the City Clerk will mute you and lower your raised hand in Zoom. 
To use this option, you will need to use the Zoom platform. Zoom provides instructions that you can review in advance, including joining a test meeting. You are not required to provide your name to participate. Your name will appear on the screen however you enter it into the app. 

Phone
  1. Dial (818) 238-3335 and enter the Meeting ID. The meeting ID will be posted at the top of each meeting agenda.
  2. Listen closely to the meeting - the Mayor will announce each public comment period and instruct remote participants to raise their hand if they want to speak during that period. 
  3. Raise your hand when instructed to do so – dial *9 to raise your hand. By raising your hand, you will be put in a queue to speak about the current agenda item.
  4. When requested by the City Clerk, press *6 to unmute your phone to speak. 
  5. The City Clerk will announce when it is your turn to speak by reading the last four digits of your phone number. 
  6. When you finish addressing the council on the agenda item, the City Clerk will mute you and lower your raised hand in Zoom.

The City’s eComment system provides an efficient and transparent method for distributing comments to the City Council prior to the meeting. Comments are automatically linked to the corresponding agenda item, organized accordingly for City Council, and included as part of the public record.

Written comments may be submitted:
  • Through the City’s eComment system available on the City website from the time the agenda is posted until one hour prior to the meeting start time. eComments will be distributed to the City Council in advance of the meeting. 
  • Written comments submitted before the meeting will become part of the public record. 
At regular meetings of the City Council, presentations and ceremonial items are generally taken up first, followed by General Public Comment during which comments are accepted on any item pertaining to City business (including items not on the agenda). Next is the consideration of items on the Consent, followed by public hearings and reports to Council. 

There are usually multiple opportunities to provide public comment during a City Council meeting:
  • Closed Session/Study Session – as applicable (not every City Council meeting includes closed session and/or study sessions). Comments in this section must pertain to the agenda items listed for closed session or study session.
  • General Public Comment – all comments accepted pertaining to City business, including items not on the agenda. Use this public comment period to comment on items on the consent calendar. 
  • Public Hearing – as applicable (not every City Council meeting includes a public hearing). Comments in this section must pertain to the agenda item listed for the public hearing.
  • Reports to Council – each individual report to council includes its own public comment period. Comments during these periods must pertain to the specific agenda item.
Individual speaking times will be determined by the total number of public comment cards and remote participants in the queue at the start of each public comment period. No additional cards or remote comments will be accepted once the public comment period begins. 

1 – 20 Total Speakers – Up to 3 minutes each
21 – 39 Total Speakers – UP to 2 minutes each 
40+ Total Speakers – Up to 1 minute each. 
The City of Burbank Digital Media Policy outlines the procedures for submitting and presenting digital media, including videos, PowerPoint presentations, images, and audio, during City Council public comment periods. The policy is intended to ensure all community members have an equal opportunity to share their views while maintaining olderly and compliant public meetings.
