Jennifer Becker is a 20-year employee of the City of Burbank. In March of 2021 she became the Financial Services Director, shortly after taking on the role of Interim Director in 2020.
In this position, she oversees a wide range of services provided by the Financial Services Department, including accounting, budget, purchasing, accounts receivable and revenue collection, accounts payable, payroll, deferred compensation administration, Public Employees’ Retirement System (PERS) reporting, debt management, and internal audit.
She is also responsible for ensuring that the City’s fiscal operations adhere to the City Council’s adopted Financial Policies, which include maintaining a balanced operating budget for all governmental funds, monitoring all proprietary funds to ensure that they remain self-supporting, maintaining appropriate reserves, and complying with all bond covenants.
Jennifer started her career as a Budget Analyst in the Financial Services Department in 2001. In 2004, she advanced to Administrative Officer of the Burbank Fire Department, where she managed the department’s budget as well as a variety of grant programs, administered the Emergency Medical Services (EMS) Membership program, and served as the Finance Section Chief of the City’s Emergency Operations Center (EOC).
In 2008, Jennifer returned to the Financial Services Department as the Deputy Financial Services Director, where she oversaw the Budget, Revenue, and Purchasing Divisions, and later Assistant Financial Services Director, adding the oversight of the Accounting Division to her responsibilities.
Jennifer earned a Bachelor of Arts in Psychology and a Master of Public Administration from the University of Southern California (USC). She is a current member of the Government Finance Officers Association (GFOA), the American Society for Public Administration (ASPA) Association for Budgeting & Financial Management, and the California Society of Municipal Finance Officers (CSMFO), where she currently serves as Vice Chair of the San Gabriel Valley CSMFO chapter.
