New Burbank Central Library and Civic Center Project 

Project Site Boundary: North Third Street, North Glenoaks Boulevard, East Olive Avenue, and East Orange Grove Avenue.

Request for review of a Development Review (DR) application to construct the following new development: 
  • New Library and Civic Center Building - proposed 4-stories with up to 119,000 square feet of floor area. 
  • New Parking Facility - proposed 4-stories with 310 parking stalls. 
  • New Public Plaza and Open Space Area - 42,430 square feet of area.
  • New Site, Circulation, and Streetscape Improvements - 32,440 square feet of area. 
The Project area is bounded by North Glenoaks Boulevard, East Orange Grove Avenue, North Third Street, and East Olive Avenue. The proposed development would require demolition of the existing Administrative Service Building, the former Wells Fargo Bank commercial building (currently vacant), the Bike Angel building, and parking areas (145,390 square feet of Project area) to allow for the new construction of the library and civic center building, above-grade parking structure, open public plaza, and other site/street improvements. The existing Community Services Building would remain. 

Planned Development 2002-2 (PD2002-2) was approved in March of 2003 with a Development Agreement allowing for a proposed development of a Civic Center Master Plan that included a new library and civic center. The first phase of PD2002-2 was to build the new Community Services Building, which was completed in 2008. The proposed new library and city office (Administrative Services) building would be built at a future date. The current Project (Development Review No. 26-0000745) includes the review of the new library, civic center and parking structures that were approved through PD2002-2.
