The Project includes the new construction of one three-story mixed-used structure containing a total of 30 rental apartment units ranging from 447 to 722 square feet in size, two medical office suites that total 6,620 square feet, a 879 square-foot retail space, and a total of 46 parking spaces - consisting of 37 subterranean spaces and 9 above-grade spaces. The project proposes 2 studio units, 28 one-bedroom units, and approximately 7,037 square feet of combined common and private open space. The site will be accessed from a two-way driveway from South Virginia Avenue. 

The Project proposes to utilize the State's Density Bonus Law that allows for increased residential density. One Very Low-Income residential unit and two Moderate-Income residential units are proposed in exchange for 100 percent increase in density to 54 du/ac (30 units). 

The Project site is approximately 0.55 acre (24,100 square feet).

The Project site is located near the intersection of West Olive Avenue and South Virginia Avenue adjacent to a residential neighborhood to the south, a City park (George Izay Park) to the north, a commercial use to the west, and a residential use on a site designated as a PD to the east. 
  • On April 30, 2024, the City received a Notice of Intent (NOI) to submit an application for a Streamlined Ministerial Approval Process to construct a three-story mixed-use structure containing a total of 23 rental apartment units, two offices suites that total 2,722 square feet, a 563-square foot retail space, a 3,152-square foot medical office suite, and a total of a 48 parking spaces - comprised of 39 subterranean spaces and 9 surface spaces. 
  • On July 30, 2025, the application satisfied all the submission requirements for the SB 35 NOI process and was deemed complete. 
  • On August 11, 2025, the City received a formal SB 35 application submittal for a Streamlined Ministerial Design Review, with an updated scope of work to construct a three-story mixed-use structure containing a total of 30 rental apartment units, two medical office spaces that total to 6,620 square feeet, a 879 square-foot retail space, and a total of 46 parking spaces - comprised of 37 subterranean spaces and 9 above-grade spaces. 
  • On September 10, 2025, completed the review for completeness with the City's published application submittal requirements and determined that the application was incomplete.
