Council-Manager Form of Government

The City of Burbank has a Council-Manager form of government. This structure reflects the City Council’s role: to set City policy and priorities.

The Council then appoints a City Manager to take action and direct City staff in order to bring the Council's collective vision of Burbank to life.

The City Manager's responsibilities include:
 
  • Directing the daily operations of the City staff
  • Enforcing City laws
  • Implementing policies, programs, procedures initiated by a Council vote
  • Preparing and monitoring the municipal budget
The current City Council includes: The current City Manager is Justin Hess.

The City Council also appoints a City Attorney. The current City Attorney is Joseph McDougall.
