Section 8

The Housing Choice Voucher Program (HCV), also known as Section 8, is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.

A housing subsidy is paid to the landlord directly by the Public Housing Agency (PHA) on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

The Program is responsible for over 1,000 Section 8 Vouchers for households whose incomes fall below 50% of the median household income in Los Angeles County. For additional information on the Program please call (818) 238-5160.

You are invited to attend the annual meeting of the Resident Advisory Board (RAB) of the Burbank Housing Authority.  The RAB is a group that volunteers their time to review and comment on the Burbank Housing Authority’s administration of the federal Section 8 Program.  Housing staff will be providing an overview of the Section 8 Program in Burbank for the upcoming year, along with proposed Administrative Plan changes. Finally, staff will present the proposed 2024-2025 Public Housing Agency (PHA) Annual Plan to be presented to the Housing Authority Board on April 9, 2024, for consideration.  This is a general information meeting only.  The Housing Authority will not be discussing personal files or accepting additional applications for the Program.

  • HUD - Veterans Affairs Supportive Housing (HUD-VASH) (PDF)

  • Family Self-Sufficiency Program (FSS) (PDF)

  • Permanent Supportive Housing (PSH) - Application currently closed

Provides long-term rental assistance and supportive services to individuals and families with chronic illnesses, disabilities, mental health issues, or substance use disorders who have experienced long-term or repeated homelessness.
  • Emergency Housing Vouchers Program (EHV)

The Emergency Housing Vouchers program is launching in the Los Angeles region. Vouchers will be prioritized by the LA Coordinated Entry System, initially referring participants who are homeless, recently homeless, or fleeing domestic violence, dating violence, sexual assault, or human trafficking, as defined by the US Department of Housing and Urban Development and Los Angeles' Coordinated Entry System Policy Council. It is likely that most people eligible for this resource are already connected to the Coordinated Entry System and will be referred by case managers assigned to provide client housing support and connection. If, however, you think you are eligible for the program (please see the CES Interim Policy on Emergency Housing Voucher priority populations), please contact a Coordinated Entry System Access Center in your region. Please note that connection to the Coordinated Entry System does not guarantee your eligibility or prioritization for housing or rental subsidy support.
EHV Landlord Incentive Program - The Burbank Housing Authority (BHA) is proud to introduce
incentives to property owners that house individuals with an
    Emergency Housing Voucher (EHV).
