The City of Burbank is proud to offer automated, instant-solar and battery storage system (ESS) permits for single family residential installations via our partnership with Symbium Corp.

Symbium's online, automated permitting platform automatically verifies code compliance and prepares a ready-to-issue permit for roof-mounted single-family residential installations no larger than 38.4 kW.


Simply follow the steps below to obtain your instant permit:

1

Make sure your project qualifies

To qualify your project must be a Single-Family Residential installation, no larger than 38.4kW.

If your project is Multi-Family, Commercial, or greater than 38.4 kW, apply for a traditional plan reviewed permit.

Contact Burbank Water & Power

Contact the BWP Electrical Division to obtain a Solar Confirmation Number and get your Solar System sized.

Create a Burbank Online Permits (BOP) account

A Burbank Online Permits (BOP) portal account required to get your permit.

If you do not already have a BOP account, you will need to create one on the permit portal (opens in a new tab).  Keep a record of the email you use to register, as it will later be used to verify registration. 

With your BOP account, you can pay for permit and plan check fees, schedule inspections, and obtain simple online permits (Tier 1). Learn about Tier 1 permits.

Apply for the Instant Solar Permit with Symbium

Permit applications submitted using Symbium will be issued in real time. 

Start by entering the project address in the search bar. 

It is important to note that applicants will need to use the same email address used in Step 3 for registering on BOP and will need the Solar Confirmation Number granted by BWP in Step 2.

Refund Policy
A REQUEST FOR REFUND OF FEES MUST BE MADE BY THE PERSON, FIRM OR CORPORATION THAT PAID THE FEES:
  • 80% OF THE BASE PERMIT FEE IS REFUNDABLE PROVIDED NO INSPECTIONS HAVE BEEN PERFORMED
  • FEES PAID FOR PLAN CHECK ARE NOT REFUNDABLE
  • FEES COLLECTED ON BEHALF OF THE STATE AND PLAN ARCHIVE FEES ARE NOT REFUNDABLE 
• THE PROCESSING FEE FOR SYMBIUM IS NOT REFUNDABLE
