On December 16, 2025, the Burbank City Council adopted an Ordinance prohibiting the use of gas-powered leaf blowers within the City of Burbank.

The Ordinance updates the Burbank Municipal Code to promote public health, reduce noise impacts, and supports the transition to cleaner landscaping practices and aligns with California’s transition toward zero-emission small off-road engines, including state regulations that ended the sale of new gas-powered leaf blowers beginning in 2024, and the state’s longer-term goal of transitioning to 100% zero-emission equipment by 2035.
 

GRACE PERIOD ON ENFORCEMENT ACTIONS THROUGH DECEMBER 31, 2026
To support a smooth transition, the Ordinance includes a one-year grace period for residents and business owners to shift to zero-emission leaf blowers. During this grace period, enforcement will focus on outreach and education. No administrative citations or other enforcement actions will be issued until January 1, 2027.

South Coast Air Quality Management District (SCAQMD)
SCAQMD has two programs to help improve air quality by exchanging older, polluting gasoline- or diesel-powered lawn and garden equipment for new zero-emission, cordless battery-electric equipment.

Residential Electric Lawn & Garden Equipment Program
Eligible residents can receive a rebate of up to $250 towards the cost of the residential cordless battery electric lawn mower, leaf blower, chainsaw, or trimmer

Commercial Electric Lawn and Garden Equipment Incentive & Exchange Program
Available for commercial landscapers and gardeners, local government agencies, school districts, colleges, and non-profit organizations operating within the SCAQMD's region, this program reduces the purchase price of commercial-grade battery electric lawn and garden equipment by up to 85%. Commercial lawn and garden equipment will be made available at a discounted price through pre-authorized dealerships.



California Air Resources Board (CARB)
Clean Off-Road Equipment Voucher Incentive Project (CORE)
CORE vouchers provide a point-of-sale discount for professional landscapers purchasing new battery-powered zero-emission landscape equipment. CORE vouchers range from $300 to $12,500. CORE does not require scrappage of existing internal combustion equipment as a condition of program participation.

Burbank Water & Power (BWP) Rebate Program
To help promote a healthier, quieter community, BWP is offering a rebate of up to $500 to Burbank-based landscape companies that participate in the SCAQMD electric landscape program. An enhanced rebate of up to $2,500 is available for municipal, educational, and non-profit entities.

This newly enhanced rebate applies to the purchase of an extra battery for electric lawn and garden equipment to ensure operators can run their equipment continuously, increase efficiency, manage battery life, and prepare for emergencies.
