Construction projects that are Tier 2 or exceed the MEP thresholds are required to submit for formal plan check electronic review to the City's ProjectDox eletronic review system. Projectdox allows architects, applicants, residents, and developers to submit plans for review electronically and 100% paperless.

(Please note that an electronic invitation, which you get after submitting a complete application to [email protected], is needed prior to setting-up an account for a new project.)

How to Submit a Project for Electronic Plan Check Review

1.PDOX Invitation Request Email

Prepare an email with  information required to set up a PDOX activity.

2. Building Permit Application

Fill out and complete a building permit application and attach it to the prepared email.

3. Send the PDOX Email Request

New applications require an electronic invitation to set up a Pdox account.Send the prepared email with completed application to [email protected]

4. Gather and Prepare

Prepare and complete your project documents (e.g., building permit application, projects plans, structural calculations, soils report, etc..)

 5.ProjectDox Tutorial

Review tutorial for instructions of how to upload and submit plans through ProjectDox. Once granted access to ProjectDox, you may upload plans.

6. Upload Documents to ProjectDox

Upload building permit application, project plans, and other project related documentation to ProjectDox per tutorial instructions.

7. Complete Initial PDOX Upload Task

Complete initial PDOX upload task so we can start a prescreen process for review of proper submittal, minimum requirements, and route to applicable reviewers.

8. Prescreen

Congratulations! The project is in prescreen and the submitttal will be verified for completeness and accuracy. If incomplete, project will be returned to applicant to address deficiencies via pdox.

9. Pay Plan Check Fees

Once the application submittal is deemed complete, fees will be assessed and payment is required prior to beginning the first round of review. Plan review formally begins upon payment of plan review fees. 

10. Plan Check Review

Project is routed to the applicable reviewers based on the project scope.

11. Download of Approved Plans

Once all reviewers have approved the plan check review, PDOX will notify applicant that the approved drawings are ready for download and provide instructions to pull permit

12. Building Permit Issuance

Once the approved drawings have been downloaded and permit fees are paid in full the applicant can start construction

PDOX Invitation Request Email

 First-time users and new applications require an electronic invitation to set up an account .
 Please provide the following information in your email:

  • If this project has gone through an entitlement process, attach approval letter
  • Name of the person who will be uploading the plans 
  • Email address of the person who will be uploading the plans 
  • Phone number of the person who will be uploading the plans 
  • Project address
  • Project description
    • Area of work (square feet) of addition/remodel or Commercial Tenant Improvement work
    • Type of construction
    • Occupancy group
    • Project valuation
    • List all trades plans that will be submitted (Mechanical, Electrical, Plumbing, Civil, Landscape, etc.

Upload Documents to ProjectDox

Here are the naming convention instructions for files that are ready for upload to the system:
 

Files being uploaded to "Submitted Plans" Folder

  • Preferred File types is PDF (no URLs or hyperlinks)
  • Upload each page of the drawings as an individual file
  • Upload files in landscape orientation.
  • The files shall be named in the following format:
    “Sheet number-Sheet description” (maximum 32 characters)
    Example:  AS1-Site Plan
  • Exclude extraneous information in the file names such as dates, version numbers, etc.
 

Files being uploaded to "Supporting Document" Folder

  • Preferred File type is PDF
  • Support files that are required for the project shall be uploaded in the supporting documents as multipage documents.

Complete Initial Pdox Upload Task

For Building and Safety to receive complete submittal, it is necessary for the customer to complete the initial  upload task. If a task is still present and pending then the project has not been received for review. Please click on your task, check off the boxes and click submit. Without this step the system does not notify us that you are ready to submit for review. Keep in mind that once you do click on submit you will NOT be able to upload any more files until the review has been completed.

Prescreen

In the first 48 to 72 hours of the review process, plans will be screened by the Planning Division for project viability in relation to Burbank’s municipal code per zoning standards (Zoning Pre-Clearance). If the Planning Division determines that the project Zoning Pre-Clearance cannot be granted (examples might include submittal of incomplete plans, unclear project description, a scope of work that triggers a Planning entitlement, or unpaid Planning Division processing fees), a Planner will contact the customer to provide an explanation and direction on what is needed in order to grant Zoning Pre-Clearance.

Pay Plan Check Fees

Plan check fees should be paid as soon as you receive your invitation to upload plans. You can inquire about fee amounts by emailing our permit staff at [email protected].  Checks can be mailed to us or dropped off. You can also pay by credit card online using your BS number via https://permit.burbankca.gov Please note that payments by credit card, whether paid online or in our office, incur an additional 2% administrative fee.

Plan Check Review

First Review for Building and Safety can take up to eight weeks and rechecks two to four week. A  better timeline for your review can be determined once the plan checker is assigned. You will have to contact other departments directly once the reviewers have been assigned to confirm their timelines. You can access their names and emails through the Department Review Status in the Project Reports tab. Time frames for Solar and ADUs may vary.

Download of Approved Plans

Once all reviewers have approved the plan check review, PDOX will notify applicant that the approved drawings are ready for download and provide instructions to pull permit.

Building Permit Issuance

Once the approved drawings have been downloaded and permit fees are paid in full the applicant will receive an inspection card and can start construction.

Revisions follow the same steps above with the addition of a completed Revision Form that needs to be submitted with the initial Step 3 email.
Revisions may need to be reviewed by other city divisions as well and additional plan check fees may apply for project.

 

1. When will I be notified of corrections?

You will receive notification from ProjectDox when ALL departments have completed their review. You will be notified with a new “respond and resubmit” task that would need to completed at resubmittal.
 

2.I am trying to upload corrections, but it won’t allow me to upload. Please send me task to upload.

This means that your project is still in review by one or more departments. You will automatically receive a task to resubmit once all departments have completed their review. Only then can you respond to corrections for all departments.
 

3. I received a Task “Notify in Review” but when I log into Project Dox I don’t see a task. What should I do?

This is only an informational task to notify you that the project is now in plan check. There is nothing for you to complete currently.
 

4. When should I pay for plan check fees? How can I pay?

Plan check fees should be paid as soon as you receive your invitation to upload plans. 5. I uploaded my plans, did you receive it?

For us to receive your submittal you need to make sure you have completed your task. If you still see a task pending for you then we have not received your submittal. Please click on your task, check off the boxes and click submit. Without this step the system does not notify us that you are ready to submit. Keep in mind that once you do click on submit you will NOT be able to upload any more files until the review has been completed.

6. How do you know which upload is the most recent version?

Upon plan resubmittal, do NOT change the file names from the first upload. ProjectDox will keep track of which version the file is. If you do this step correctly, you will see a red V2 or V3 (depending on the version) next to the file. To avoid delays and errors, copy paste the file names. This will ensure no extra spaces or dashes are added.
 

7. What is the review time?

8. What is my status?

We encourage you to check your project progress periodically by following the steps below:

  1. click on PROJECT REPORTS (top right corner)
  2. click icon next to DEPARTMENT REVIEW STATUS
  3. in the pop-up window, choose your workflow from the drop-down, and click view report.
  4. click the (+) next to cycle 1 to expand your first review comments (or next to 2 for the second cycle, etc).

Conventional Light Frame Construction (PDF) - The files contain details of prescriptive requirements for Conventional Light Frame Construction, commonly referred to as Type 5.  These requirements may not be deviated from unless a licensed engineer or architect provides California Building Code adhering justification for said deviation.
